Main condition: these are Meta fees per delivered message, based on the country code of the recipient number. Limit: the prices do not include provider (BSP) fees. Meta also has not written if messages in the CTWA window use the 1,000 tier.

We downloaded the IDR rate card and the volume tier file effective 1 October 2026 from the Meta pricing page on 30 September 2026. That page was updated on 28 September 2026. The 7 day rule comes from the WhatsApp Business Platform changelog entry of 28 September 2026.

The marketing, utility, and authentication rates for Indonesia are the same as on the 1 July 2026 rate card. Only the service rate and the charge for utility inside the 24 hour window are new. The full formula is in the guide to calculating WhatsApp API costs.

What changes on 1 October 2026

There are 2 changes for businesses that message Indonesia. Meta writes that service is now charged at the utility rate, and that utility sent inside the 24 hour window is now charged too.

How many messages are free, and how long the CTWA window lasts

1,000 service messages per business number per month

Each business phone number has 1 shared tier of 1,000 delivered service messages per month. The business number is the sender number, so all customers of 1 number share 1 tier. The tier does not roll over, and a group send uses 1 unit per recipient. Source: Meta, service rates section.

Without a payment method in Billing Hub, Meta still delivers the first 1,000 service messages. Later service messages do not deliver until a payment method is active.

CTWA ad window: from 72 hours to up to 7 days

On 28 September 2026, Meta recorded that a free entry point (FEP) window may now stay open for up to 7 days, not 72 hours. The window opens when a customer messages from a CTWA ad on the Android or iOS app, and the business replies within 24 hours. While it is open, all message types are free, including marketing templates.

The Meta word is "may" stay open for up to 7 days. Meta has not written when a window ends earlier. Some BSP guides that we read on 30 September 2026 still say 72 hours, so check the update date of your source.

Emoji reactions are the only service messages that stay free for all businesses, and they do not use the 1,000 tier.

Most small and medium businesses stay in the first tier, below 750,000 utility messages per month.

Step 1: Check the recipient country

Open your contact list or CRM export, then count the numbers per country code. The rates in this article are for +62 numbers only. Numbers in Malaysia, Singapore, or other countries use their own row on the rate card. Verify: the count of +62 numbers and foreign numbers per month is recorded.

Step 2: Split messages by category

Open WhatsApp Manager › Insights › Message pricing, then select the last 30 days. Record the marketing, utility, authentication, and service counts. Also split out messages from the CTWA window, because those messages are free. Verify: 4 category counts and 1 CTWA message count.

Step 3: Subtract the 1,000 tier and multiply by the rate

Subtract 1,000 from the service count for each business number. Multiply the rest by Rp356.65. Multiply utility and marketing by their rates. The example below is a simulation for 1 business number for 1 month, outside the CTWA window.

Step 4: Read the CTWA window end in the webhook

Verify: the gap between expiration_timestamp and your first reply shows the real window length on your account, 72 hours or more.

Step 5: Monitor the tier every week

Call pricing_analytics with DAILY granularity and the PRICING_CATEGORY and PRICING_TYPE dimensions. From 1 October 2026, service inside the tier shows as free_customer_service, and paid service shows as regular. Source: Meta, pricing analytics. Verify: the weekly count of regular service messages is recorded.

Checklist before the October invoice

  1. Finance activates a payment method in Billing Hub. Evidence: a screenshot with no card number.
  2. The admin counts the active business numbers. Evidence: a list of numbers and 1,000 tier per number.
  3. Marketing records messages from the CTWA window per week. Evidence: the FEP count from Insights.
  4. The developer logs expiration_timestamp from the webhook. Evidence: 10 sample window lengths.
  5. The owner moves follow-ups inside the CTWA window. Evidence: a follow-up plan for days 1 to 7.
  6. Finance compares the math with the Meta or BSP invoice. Evidence: the gap per category.
  7. Stop criterion: when service per business number stays below 800 per month for 2 months, run this checklist once per quarter.

Frequently asked questions

Does the 1,000 free message tier apply per WABA account? No. Meta writes 1 tier for each business phone number. 1 WABA account with 3 numbers has 3 separate tiers, each of 1,000 service messages per month.

Is the CTWA ad window now always 7 days? Not always. Meta writes that the window may stay open for up to 7 days. Read expiration_timestamp in the webhook to see the real end of each conversation.

Are messages from customers also charged? No. Meta charges only messages that the business sends and that are delivered. Inbound messages from customers stay free.

Do these prices include BSP fees? No. This table shows Meta fees. A BSP can add a subscription or a markup, so check the price list and invoice of your BSP.

Does the normal WhatsApp Business app become paid too? No. This price change applies to the WhatsApp Business Platform, that is the Cloud API and BSPs. The WhatsApp Business app on a phone does not use this rate card.

When can Meta change prices again? Meta changes prices only on the first day of a quarter: 1 January, 1 April, 1 July, or 1 October. A new rate card comes out at least 1 month before.
