Why answers online and from AI assistants often differ
In 2 years, WhatsApp API pricing changed on 1 November 2024, 1 July 2025, 1 August 2026, and 1 October 2026. Before that, Meta gave 1,000 free conversations per month. AI assistants and old articles often mix rules from different years, so 2 answers to the same question can conflict.

4 questions that decide if 1 message is charged
Every WhatsApp API message has exactly 1 pricing category. Meta writes that 1 message gets only 1 charge, per its category. You can find that category with 4 questions in order.
1. Who sends the message?
Meta charges only messages from a business to WhatsApp users. Messages from customers to the business are always free, in any quantity. Source: the How Meta charges across message types part.
2. Is the message a template?
A template has the marketing, utility, or authentication category. For an Indonesian recipient, marketing costs Rp586.33 and utility and authentication cost Rp356.65 per message.
A non-template message in the 24 hour window is a service message or a Meta Business Agent message. Examples are text, images, documents, and Flows.
3. Which window is open?
The 24 hour window opens each time the customer sends a message. Non-template messages can be sent only in this window.
The 72 hour FEP window opens when the customer comes from a Click to WhatsApp ad or a Facebook Page button on a phone. The business must also reply within 24 hours. Source: the Free entry point windows section.

Inside the FEP window, every business message is free, templates too. This rule does not change on 1 October 2026. The exception: Meta Business Agent still pays tokens.
4. Which service message is this for the number this month?
Every business number has 1,000 free service messages per month. Message 1,001 onward is paid at the service rate of the recipient market.

- The count of service messages per business number since day 1 of this month.

Step 1: Find out who sends the message
Look at the direction of the message. When the customer sends a message to the business number, it is Rp0 and you are done. When the business sends it, from staff, a chatbot, or a system, go to step 2.

Check the result in Insights: the All Messages card separates Messages received (incoming messages) from Messages delivered (delivered business messages). Only the second number can become a cost.
Step 2: Find out if the message is a template
Open Message templates › Manage templates, then find the template name. The Category column says Marketing, Utility, or Authentication. When the message is not a template, go to step 3.

Meta charges the category in force at the time the template is used. So check the category before a large send, because Meta can change the category of a template. Source: the Template messages vs. non-template messages part.
Step 3: Find out which window is open
Check if the customer came from a Click to WhatsApp ad or a Page button on a phone. If so, the 72 hour FEP window opens when you reply within 24 hours. Every business message in that window is Rp0.

Developers can read the pricing.type field in the status webhook. The value free_entry_point means that the message is free because it is in the FEP window. Source: the Status messages webhook reference.
Step 4: Count the position of the service message for the number this month
Count the delivered service messages from that number since day 1. When this message is at position 1 to 1,000, it is Rp0. From position 1,001, it costs Rp356.65 for an Indonesian recipient.

Worked example: 1 buyer from a Click to WhatsApp ad over 5 days
The table below is a simulation with dummy data. The buyer uses an Android phone and comes from a Click to WhatsApp ad on Monday at 09:00. The business number has already passed 1,000 service messages this month.

Of 9 business messages, only 2 are paid. The total cost is Rp713.30. With no Click to WhatsApp ad, the first 7 messages would fall in a normal 24 hour window and count too.

- Stop criterion: when service messages per business number stay below 800 per month for 2 months, run this checklist once per quarter.
Frequently asked questions
Do images, documents, and voice notes from the business also count? Yes. Every non-template message from the business in the 24 hour window is a service message, including images, documents, and audio. All of those types use the same 1,000 tier.
Are messages that fail to deliver still paid? No. Meta charges only messages with the delivered status. Failed messages do not use the tier and do not show as a cost.
Do WhatsApp group messages count per group or per member? Per member who receives the message. 1 send to a group with 20 recipients uses 20 units of the number tier, and is paid per recipient after the tier runs out.
What is the reply rate for customers in Malaysia, Singapore, or Saudi Arabia? The rate follows the recipient country. On the IDR rate card of 1 October 2026, the service rate is Rp199.82 for Malaysia and Rp228.35 for Singapore. It is Rp152.54 for Saudi Arabia and Rp224.11 for the United Arab Emirates.
Does Meta Business Agent use the 1,000 free message tier? The Meta documents name the 1,000 tier for service messages only. Meta Business Agent is a separate category with a token rate since 1 August 2026, and it is still charged in the FEP window.
Will BSPs raise their prices on 1 October? Meta charges service messages to the BSP or to the directly connected business. The WhatsApp Business FAQ says that partners can charge additional fees, so check the price list and invoice of your BSP.
